Default Headlight problems

I have a 99' C5 and ive been having this problem for awhile. I have aftermarket headlights with xenon HIDs. One day the xenons both just stopped working but the halo light around them would work. The haedlights pop up fine but dont go back on unless i turn on the brights which are halogen. So basically ive been driving around with my brights always on lol. Someone help! not sure if i need a resistor or what.

I meant they wont go back down unless i turn the brights on, sorry for confusion.

Did they ever work? Sounds like something could be wired incorrectly

yes the projectors used to work (low beams) and now only the halogen brights work.

Have you confirmed that you don't have a blown fuse? If your lights are wired like mine, they have their own separate wire harness and the fuse is NOT in the fuse block. It is an inline fuse and also has a relay. The relay could be suspect as well.
