Default 01 fuel filter mounting bolt snapped off

While changing the fuel filter on my 01 Z the mounting stud snapped off. The remaining threads were enough to thread a new nut on about halfway with theadlocker but that’s not a great option for the long term. I can weld on a new stud in place after grinding off what is left but my concern is the gas tank on the other side of this location. My question is, does anyone know if there is an air gap between the tank and this piece that the bolt is spot welded to? My other option was to grind off the bolt and use an epoxy to attach a new bolt but I would rather weld a new stud on if there is an adequate air gap. If anyone could give me any insight on this issue I would greatly appreciate it.

There is space and I don't think there will be a problem welding a new bolt. I wouldn't epoxy one because you will not be grounded. For some reason I think they feel this needs to be grounded thus the ground strap...

Thank you very much. I do know they have the ground strap on it, I would have to run a new ground wire over to it if I went the epoxy route but I would rather just weld a stud on. I didn’t figure that the tank would be against the rail on the other side since that would constantly rub but I didn’t want to go welding and next thing you know have myself a fireball.
