I'm thinking of purchasing a 2000 Corvette with the 6speed with 23,000miles on it. I was wondering what needs to be done for these cars to pass the 200MPH mark? The top speed seems to be around 180MPH so not much more is needed. What is needed to hit 200MPH safetly?

Actually, it takes a LOT more than you would think to get from 180 to 200mph. The aerodynamics at that point are the biggest obstacle. Something on the order of 500bhp is the required hp to get there. And then, after all the money you'd spend getting to 500hp, you might get to 200mph what, once, if you don't kill yourself trying? My advice - find a nice car, mod it to your liking, and don't worry, at least as your only concern, how fast the top speed it. :seeya
I heard of a guy doing it pulling 6th on the NOS a 150-200 shot  Read up on Lingenfelters 226 mph twin turbo car. I think he ran @2.15:1 gears so he could pull it in 5th. I would bolt the air dam together so it doesn't fold at speed, lower the car all I could, fill and tape all front openings around fog lamp cutouts etc., run some 100 octane for more cylinder cooling at WOT run a WY rated tire prefereably new and X-rayed. Install a cage w/ harness, and of course PRAY :yesnod:
Better idea,
Remove the metric conversion light. Flip the switch... Hit about 200 on the speedo, leave it in a lower gear and let your imagination run away with you. :yesnod:  You, and everyone around you will be Much safer that way.
Both myself and Austrian Vette have done it with very similar setups. Nitrous. I was running a single stage pilled around 200shot that evening. I dont recall what Michael was spraying when he did his. I have a roll cage, so, the confidence to attempt a high speed assault is better. I did it on run flats, but the whole car was only a few months old with 4k miles on it. I actually got up over 200mph ('2'17 indicated on my HUD) pretty quickly, which, of course, is relative. never wouldve got close without the nitrous. I do not recommend this, however. As my car started to 'hit the wall' (aerodynamic resistence overcoming the power of the motor) my motor started pinging/detonating from the nitrous. I backed out, of course, but at that speed, to be able to 'hear' detonation means it had to be pretty bad, which means the motor had been detonating long before that. My motor lasted only another 8k miles before giving up the ghost. I think this big run was the beginning of the damage to my stock motor. Stay away from high speed runs using nitrous. trust me.
According to the calculations I got, it would take ~421rwHP for Coupe and ~444rwHP for HardTop or Convertible to hit 200MPH (probably a bit more power due to rolling resistance which is not much, but is there)
This assumes 265mm front/295mm rear tires…
You must have enough RPM and enough power at all RPMs below the top speed to actually get there
Also like others said Nitrous is no good for top speed runs….
