Default will not stop

This is an odd one, have a 2003 totally stock about 10% or the time when I pull off the highway and prepare to stop the engine is still turning 1,500 rpm. After I jam on the breaks for about 2 seconds the engine finally responds and the RPM's drop to normal. Any ideas as to what is causing this, Thanks.

Unless you are having an accelerator peddle sticking issue, the only other issue that I can see that would cause a high idle would be a vacuum leak. Other than a an actual vacuum line/fitting or manifold leak, your Brake Booster could be malfunctioning and venting, causing a vacuum leak (unmetered air entering the engine)

Check ALL the vacuum lines and fittings.

You could also scan the PCM and see what your LONG TERM FUEL TRIMS are doing. That would tell you if the engine is having to compensate for that unmetered air. Long Term Trims should be close to zero % if everything is functioning properly and would be high or maxed out (25%) if the leak is large.

My car has a speed density tune (no MAF). I was recently experiencing a high idle (1500 rpm) and found the PCV hose had come off the throttlebody.
