Instrument Panel Backlights

I have a couple of burned out bulbs in my instrument panel. They are Type A (T3) screw-in bulbs. I was able to find replacements, but the ones I removed have a blue plastic film over them. My replacements are just the clear bulb. Anyone know what this film does or where I can find replacements with the plastic film?

The blue condoms should be removable from the old bulbs and transferred to the new ones.

Yes, unfortunately they were stuck to the old bulbs pretty good and shredded apart when I tried to remove them.
