do you want how much the drop is or actual vdc?
in the case of fuse14 actual vdc is 0. There is no drop in vdc because there is no voltage.
YIKES !!...actual voltage is not good if you are holding the key in start.!!..check fuse 50 (see pic) and make sure the fuse is not blown and check for actual voltage on that fuse...that should have voltage at all times.
OK, so if you are holding the key in start and no power to fuse 14 but there is 12 volts at pin 50 we can assume the ignition switch is bad..now there may be an open in the wiring between the fusebox and the switch so you may want to check that after removing the switch…that part of the switch doesn’t feed your dead cluster so that may be another issue.

If the fuse “looks” good I would still check it with the ohm meter to make sure you have continuity and if you get a switch get an AC Delco !!…and not off EBay !!
I should have realized that if it was a no crank you would not have had a voltage drop….if there is no current flow there is no voltage drop !!…that is why the fuel pump fuse was good because the pump came on so there was current flow !!
Replaced ignition switch. Now have 12.30 vdc @ fuse 14 under crank.
No crank. Can hear the relay in fuse box by the battery.
Everything is the same with the exception of voltage at fuse 14.
Don't know what you mean by B+ "under" crank fuse ??...so are we checking voltage on these fuses ??...fuse 13 is the fuel pump fuse...with key ON you should see system voltage so you're saying no voltage there ??...on crank fuse so are not seeing system voltage in crank position ??...you said you had 12.30 volts...I'm gettingh confused again !!...you have to let us know if you are doing a voltage drop test or just checking voltage on those fuses.
yes, the B+ would be the voltage drop.
I did not have voltage at the crank fuse before.
Changed the ignition switch. Now I have voltage @ fuse 14 when attempting to start the motor.
Doesn't crank.
I have voltage at fuse 13. With the key on.
What would you like me to do next?

If you have power at the crank fuse power now goes to the TDR relay which is located above the BCM...see if you have system voltage at the yellow wire when you try to start the car...do you know how to read and follow a wiring diagram ??...wiring below. If no power at the TDR we may suspect the park neutral or clutch pedal switch. You can also try jumping the red and purple terminals and see if the car starts…key can be off since fuse 52 is hot at all times…make sure car in neutral or park and E brake set…don’t know if we checked fuse 52 (starter) in IP fusebox.
