Unfortunately, the module swap didn’t fix the issue. lights and doors still work perfectly with engine off. But engine on they work 25-50% of the time.
Good thing this module it was super cheap. Please let me know if you have any other suggestions. Thanks.
Back in 2003 I had a similar problem with my 1998 Convertible. Both headlights on my '98 suddenly would not pop up and they were not lighting. There were no grinding sounds from the headlight motors. The problem started off intermittently at first, but after a few or sometimes several tries they would open. Then the problem would disappear for a while, only to return again. Finally, they were not opening or lighting at all. I believe that they did work with the engine off. What I found through internet searches was that it was the headlight switch. I replaced the stalk with one from a Corvette Forum vendor and the problem was solved. The steering wheel had to be pulled to remove and install the stalk. This was 19 years ago so I hope I remember correctly.

thanks. That’s what I’m afraid of. Lol. The only twist here is that it doesn’t work if I use twilight either……if it was a bad stalk, in my mind I would think twilight would work 100% of the time.
maybe I need to find a way to test the stalk. Thanks for the help.
I spoke with the guys over at Vettenuts today. They said that because the issue is still there even when using twilight sentinel (which bypasses the stalk) this rules out the stalk as being bad. Makes sense.
Here are some pictures of the used (but new to me) module I purchased. It didn’t solve my problem but I opened it up. Here are some photos. This module should work fine. I don’t see any water intrusion. Although it does appear someone has been in here before.
does beg the question, if this module works, why was someone digging around in it.

@3sACROWD going to test the wires today like you recommended. Curious, where was your ground wire broken? At the connector or somewhere else?
I didn't locate the break in the wire due to time and situation, I added another ground wire and tapped into the existing ground wire a couple of inches from the connector. When the weather warms up, I may dig into the issue again. My primary objective at the time was to get the lights functioning again. If I had to guess, there is an issue is the ground attachment at the frame.
