The MPH indicator is one of several that are illuminated by individual bulbs from behind. In order to replace the bulb, you will have to remove the IP and open it. (I am assuming the bulb is the problem!)
Many (including myself) have done this to upgrade to LED's, but it would seem a lot of work for that particular bulb. There are a couple of Youtube videos on removing the instrument cluster. For the cluster disassembly, I would recommend the video posted by Brian Thompson. If you decide to do the upgrade be sure to read other threads on the subject and to pay attention to polarity!
All those black "dots" are the twist locks holding in individual bulbs for turn signals, high beam indicator, trouble lights, etc..
The DIC and HUD modules are attached at the front if the IC and are not visible in the photo. The IC has to come out to get at them and their individual bulbs as well.
