Need a bit more information, what year is the car? Do the lights pop up and turn on when the car is started? Where was the car imported from (US car, Canadian or Export to EU)?
2001 and up had a feature called 'twilight sentinel' which would turn the lights on when it was dark enough. It would turn them off also when it was bright enough outside.This is an option that can be turned off on US spec cars. Canada cars it cannot be disabled. I don't know about the EU export cars.
The twilight sentinel option is controlled via the Options button on the right side of the dash.
