Pretty sure the answer is yes. I got a top including frame from a 2001 and it fit my 2003. That's not the range of years you're looking for, but I don't think anything changed during the production run on the tops from 97 to 2004.

The yard that has the top for sale is telling me tops changed in 99. I am not sure that is really the case. I would like a replacement frame and top. The window n is falling.out of the back and I have glued it back in twice already. The frame is slightly bent from my girlfriend at the time not latching it before taking.off.
