Headlight not going up

Headlight not going up
My left headlight wont go up but can be lifted up, the right one goes up but cant be lifted. I tried holding it up and turning the switch on and it didnt work. The little motor spins when the headlight switch is used but the left side spins by hand very easily and the right one is tight and takes a little force to turn the wheel. Is this a headlight motor issue?
