As a C5 convertible owner, I never liked the radio controlled toy car look of the power antenna. I swapped in my first double din NAV head unit back in 2012 and simply pulled the fuse (while the antenna was down) that powered the antenna and then wired up an internal antenna inside the rear quarter panel near the antenna motor pack.
Since then, I have upgraded my double din head unit with a newer Kenwood that included Apple Car Play. As a result, I rarely listen to broadcast radio and mostly play my music library or stream from my phone. On the occasion I do listen to the radio, local stations still come in pretty well with the wired internal antenna.
Another option is to retrofit the antenna mount with a Z06-like mount and a short, stubby antenna.

A question for your question, you stated the antenna will not go all the way down, so does it go up on its own? Mine will get stuck at times so I just push on it a little to give it a “boost”. Then it works fine. Try cleaning the mast with some rubbing alcohol. Many find the dirt will inhibit any movement. Can’t hurt, worth a try. Good luck.
I am changing out my stock radio in my 1979 C3 for an aftermarket Sony but keeping the stock power antenna, is there ant special wiring that needs to be done as I know the OEM is a 3 wire setup and most new Power antennas are only 2 wires
