Daytime dash lights not working

Daytime dash lights not working
I'm thinking the dash should be lit while driving in the daytime. My dash does not light up.... so it is very hard to see the gauges when out on the road. I have done research and other than a fuse which I checked and looks ok, I can't find much..... someone stated that it is a blacklight bulb or bulbs.... ? Now when I pull the lights on the dash lights up but I think those are two different systems.... any advice will be taken into consideration.... 
Also is there a way of just having the running lights on (Not the DRL's) without the headlights popping up? trying to learn the C5 matrix......

If you click your lights to the first click for just the daytime running/side marker lights it will light the dash like it does when the lights are on but the blacklight doesnt light the dash much in daylight like it does at night.
