What scan tool besides the tech2 will cycle the ABS pump on a 1999 c5? I borrowed an INNOVA 5160RS that works fine on a 2002 c5 but when I used it on my 1999 it said "ABS Bleeding is not supported for this vehicle"
When I bleeded my ABS on my 2000 car with Tech2 it was not supported in the 2000 Menues .
I had to choose 1998 to get the bleed functon available on my Tech2
This is a error in the tech2 menu system and I guess INNOVA has copied the menues from GM
I borrowed the INNOVA from friend that has a 2001, it works fine on his it is bi-direction.
I'm guessing there's something with the1999 programming that won't allow it.
I have a Innova 5610v3 and tried all the ways mentioned above, still no luck. I even completed the updates on the Innova site. Did anyone find a solution? I've had this car since 2018 and never had this issue. I have Wilwood brakes all around, but that should not be the issue. My next try will be to power bleed.
In my opinion you need to be able to start an run the Abs pump and open valves within the ebcm in order to flush new brakefluid through all ebcm lines.

I guess the Innova is not capable of this.
That could be the issue, but there is one comment stating they were able to use the Innova. I just may end up buying a tech2.
I have several scanners including TopDon, Autel, SnapOn but when doing troubleshooting with bidirectionale needs my favoritt tool is my Tech2 clone or my Tech2win (laptop)with VCX Nano .
I live in Norway and bought the Tech2 "kit" with GM PCMCIA card from an ebay seller with good feedback score several years ago. Try to locate a seller with good feedback score is my best advice.
