I got my bar from wolferacecraft.com and it has an excellent fit and finish. Its bolted in which technically is not legal but nobody really checks for that. If they do, only the main hoop needs to be welded. Oh and for your first question, No you would need an actual rollbar.
The Silver State Classic Challenge (where they close public roads in Nevada and allow you to race) accepts the stock C5 Coupe for 165 mph. They can give you a ticket if you exceed that by 10 mph.
Also I believe several road racing associations let you race a C5 Coupe but you need a roll bar for the convertible.
I know NHRA wants a roll bar after a certain time, think it's under 11 seconds.
I have a wolf race craft bar. It is NHRA legal when it is bolted in. The only welding that is required when it is bolted in (technically) is whre the down bars bolt to the main hoop. To be NHRA legal that has to be welded. Not many places get that ****, but its good knowledge.

NHRA rule book says a "roll bar" is a bar having 5 points and it must be welded or bolted to the frame, there is an exception where it bolts to the floor and the floor is not steel then you have to have a 6 inch steel plate as a reinforcement.
