I recently disconnected my battery on my 2000 and when I reconnected
it one headlight popped up. Then I turned on the headlights the light
that was up went down and the one that was down popped up. I tried
disconnecting the battery again but no help the headlamps are still one
up one down. Is there a procedure for fixing this problem or is my body
conrol module bad ?
You might try to manually raise the light that is down, to see if that helps. Turn the lights on, then back off one click to leave the light up, but off. Crank the other light to the fully raised position, and then turn the lights off..... hope they both go down!
I tried raising the headlight manually and even got both lights up
and lit but when I turned off the lights both went down then the
same light popped up again. Do you think that this is the headlight
motor or the controller ? Got any ideas ?

I think you have a variation of the "winking headlight issue". Do a search. There is a TSB that describes adding a washer (as a spacer) to a bracket that toggles the position switch. Some folks have experienced one headlight constantly going up and down, up and down. Try to find the TSB. It's on the Corvette Action Center page for sure.

I just finished fixing my headlight problem. You were right the TSB
that I got off of the CAC web site fixed my problem. It turns out
that the 2 plastic stops for the headlight motor were worn. The stops
were worn in different spots so I just switched them and the lights
work fine now.
