As mentioned above there are alot of choices. Do you want a cold air system or not? Probably the most popular cold air system is the Vararam, I have this system on my car and it works very well. The most popular non cold air system is probabily The Donaldson Blackwing. This is also a very good system but your engine breaths the hot air that is under your hood. The cooler the air the better your car performs.

I have also heard the same but have never seen one myself so....However there are also the Halltech Stinger and TRAP systems which are both worth looking into. TRAP is a cold air and the Stinger is easily modified into a cold air system. (Dave68 Mod) It works great!

I have the Halltech Stinger and love it. I am looking into the cold air mod for it to increase the SOTP feeling even more.

The most popular "warm-air" intake is the Halltech Stinger-R and is easily supplied with cold air via an inexpensive mod to the radiator cover. Total cost is approx. $280 or less. The Vararam is a good system, but requires much more time to install and does change the C5's fron-end appearance.

The '98 air intake opening is so stingy that almost anything is an improvement. I got about 14hp by putting on an '02 Z06 airbox lid and you could feel it at WOT. Cheap, and keeps a stock appearance under the hood if that's important to you. Of course, you can spend $200+ for the other intakes mentioned above, maybe get a bit more (or not, who knows).
