It really shouldn't be that tight, I am assuming your turning it the right direction ....counterclockwise right.
If you are looking at the head of the bolt and turning it counterclcockwise and it will not loosen then tap the wrench with a small hammer to give you a little extra power in the loosening direction.
Sounds like whoever did the last change and cranked the bolt. You can put a nice fitting box wrench on it and tap the end of the wrench with a rubber mallet. Make sure you are going the right way. On my BMW, if you overtighten it is designed to break the bolt rather than damage the threads so you have to be very careful and use a torque wrench.
Just be sure and use a "good" box wrench. A cheap one might round off the head of the bolt. It will come out with a little tapping or put an extension on your wrench, like a piece of pipe that will slide over the other end of the wrench.
While this may seem trivial, the bolt is facing forward (and down) and it is easier to get to from behind the front wheels, meaning you are looking at it backwards. To removed the plug, the end of the wrench should be pulled towards the driver's side of the car.

Because we normally come at the plug from the rear and are looking at it backwards. It is lefty loosey when looking at it from the front, which looks at the head of the bolt.

Put your nose up to the oil pan bolt, you should be facing the back of the Vette. Counter clock wise makes it loose. Clock wise makes it tight Six point box wrench or socket.
