My front spoiler scrapes at the end of my driveway, and when I go over speed bumps even though my car is at factory height. I would like to lower my car a little using the stock bolts. My question is, can the flexible spoiler be easily removed, and is there any reason not to remove it?

1.) Yes, it is easy to remove.
2.) DO NOT remove it, because it is the one part that helps to divert ram air flow up and through the AC condenser and the radiator.
Scrapping on the drive and speed bumps is not a problem. It is designed to scrape from time to time.
Also, I do not recommend "lowering" because you loose suspenson travel, which is very important, especially when driving agressively.
Whatever you do - DO NOT REMOVE THE SPOILER. It brings additional air to keep your engine cool. However, it can be trimmed down a little with a cutter. I was at West Coast Corvette getting mine lowered and one of the tech's told me that is what they did to their C5. Don't trim too much now.
I have the same problem...but there is an easy fix. Don't lower it, and try turning your car around in your driveway. When I leave the driveway front-first it does not scrape, however backing out it does. If i back in the drive way it also scrapes! It's kind of ironic that it works, but it does. Remember that your driveway's decline angle may be different than mine though .
