I usually fill-up when I'm below 1/4 tank.
Lately with high gas prices, I'll fill-up any time I'm below 3/4 tank and pass a Top Tier station with an attractive gas price.

If gas prices are rising, I wait til I'm almost empty, if thery are falling, I fill at 1/4 tank.

BTW, just went and filled both cars to the t!ts as they were getting low and I just heard crude went up $11
