I just called GM to verify for you and they say the mfg of the windscreen will not release the brackets separately, only with the complete kit. Your dealer is telling you the truth.
I would contact who you bought the screen from off ebay and see if they have the brackets or try to work out a deal with you, as it pretty worthless if you can't mount it.
I wish I would have read your posting before I also paid $150 for a GM Windbreak with no brackets. I just thought I would check to see if you ever found any brackets. Any luck?

Tommy hasn't posted here in 3 years, so I doubt you are going to get an answer. I don't know of anywhere to buy the brackets separate. It came as a kit from GM and they did not sell them separate.
Hey guys, I know this is proably to late for Tommy but I was in exactly the same situation but I did find the brackets and I wanted to share the information with anyone else in need. The brackets and Windbreak are made by a German Company, Boral Oris, in a plant in Hungary. They call it a “Windstop”. A link to their Website is shown below and you can order it by Sonja Wiegman at sonja.wiegmann@eur.bosal.com They quoted me a price of 53.42 EUR for the right bracket and 34.98 EUR for the left and 7.00 EUR for shipping, which totals to about $130.
