The lighter has a hot wire and a ground. If it blows when pushed, it's the lighter. If it blows immediately , the hot wire is probably shorted to ground or the socket is bad.
Had a customer once that kept blowing fuses when he would turn the car a certain way, or hit a bump just right. Turns out he used his ashtray as a coin holder & a dime ended up in the lighter socket. Just the right turn or bump would take out the fuse. It might be worth a look....

Yeah, the lighter socket clean, but can check around, when I open the fuse panel there was a business card in there lol. Never know what you find in a used car, my 92 Vette there was a gun clip with bullets in it and I got that car from a doctor.

If the lighter in the socket the fuse blow immediately, when putting the fuse in but if I take the lighter out of the socket and put the fuse in, all is fine until the lighter is set back in the socket but not push in, the fuse will blow.
