I would proceed to buy and then repair/paint that area if everything else checks out on the vette. Just keep pictures of before to help down the line when you sell should a buyer or a buyer's inspection guy detect some paint work. You can then state it was not due to an "accident" but just minor paintwork to repair a scuff/scrape.
If you can't see it without a mirror when standing next to the car then it is insignificant. I have several of those on the bottoms of my rockers and they are not from hitting speed bumps. If it was on a Toyota would you complain? Well maybe yes since a Toyota would rust out but that scratch won't affect a Vette.
