It probably wouldn't hurt to cool the snout when installing, however I don't think you'll need to if you preheat the damper/hub assembly and parts are sized properly. The interference fit between the two parts is less than .001 (if memory serves) and preheating allows it to go on fairly easy with an install tool. When the engine is at operating temp, the crank and the damper hub expand at the same rate maintaining the interference/press fit. During the install, the crank is at room temp vs. 250 deg hub which is just enough to let it install without being a high pressure press fit. Also consider that if it does require a huge temp delta to install due to a higher interference between parts, if you ever have to remove it again you might have a difficult time since you can't cool it as when it was apart. If in doubt, measure or have the parts measured to ensure proper interference. You do not want to damage the crank snout, it could get ugly if you do. The snout is very precisley finish machined and/or ground.
