I just got an 08 loaded up with the Z51 package and everything else. It's my third Vette and the guy I bought this one from was a fanatic about keeping it clean. Which is the main reason I got this one.
So here's my crazy cleaning question. There seems to be a lot of dust inside the headlight area. Is there any easy way to clean in there? Or am I insane?

First time Ive ever heard of that one and I have mine 11years. I have heard of moths in there. What kind of dust? Brake, sand, cob webs?
Unfortunately, any amount of inside dust, or even outside sand marks from highway driving will show up at night with the low or high beams on.
With only the DRL's, you likely do not notice it.
I replaced my original sandblasted lenses with "new" lenses, super clean inside and out, and I could still see a similar effect that you are seeing with the lights on.
Just the nature of the beast I'm afraid.
Mine has sand/ small rocks inside. How did those get in there? All I can think is that the car nosed into the sand at the track and it got forced up in there. makes no sense to me and I want to get it out but don't know how.

If you have an air compressor you can pull the rubber boots off of the back blow the air in one and it will blow the sand/dust out the other.
