With respect - this seems like the quickest way to get an accurate answer. posting here is just opening up a guessing game. Go to the source. Even if the former owner didn't install it, they might know what it does.
Was just wondering if anyone recognized the buttons. I know they are not OEM but they must be for something. Dual mode exhaust might be on to something. Will have to try that. But have pushed both buttons and they don't appear to do anything. But have not known what to look for either.
If it is a mild to wild switch you could open up the fuse box on passenger side floor and check fuse at the bottom to see if there is a fuse /wires one red and one white going over to a small black control box. That would validate if that is it.
Of couse if you start the car and try the switches you should be able to confirm if the NPP exhaust is opening or not.
Thanks for the replies. Hopefully it is some sort of mild to wild on the exhaust. I know I am just getting random suggestions on what it is. That is what I was hoping for, that maybe someone had seen it before. I asked the previous owner. They had seen it but never messed with it. I will try it when I get home from work if it affects the exhaust. Other wise will just have to tear into it and see what I come up with.
So I checked the exhaust. Makes no change in sound. Pulled up mat on passenger side and checked the fuse box area. Nothing seems to be added. I guess I will just let it go and forever wonder what could have been.

Nooooooooooo!!! I can't stand the suspense. WE NEED TO KNOW WHAT IT IS!!!
Probably does nothing unless the alarm system is still installed and working. As Slowstang305 posted, it's a valet switch for Clifford alarms. Pic below is from the manual explaining the valet use.
You will need to pull panel and check/follow the wiring. Did the seller give you any non-factory keyfobs or keyless entry fobs? If not, the switch can still be wired up for something third party like LEDs or ? but it's a low gauge , momentarily switch " I think" and doubt it's anything "important" . You will have to remove panel and trace the wires to know for sure as no one will know by online discussion. I have seen replacement panels on eBay for a low cost if it bothers you enough but after you confirm it's not in use. Get a buddy with a little time and a voltmeter.
