You answered your own question, you had your fog lights on. Some people, myself included in that group are fed up looking at fog lights in oncoming cars. They make a marginal difference from the drivers seat but are damned annoying to look into.
Your low beams are projector and the focused beam isn't bad even though they are bright. The fog lights are reflectors which scatter the light all over and you want to make them even brighter? In may jurisdictions it's not legal to retrofit HID lamps in reflector housings. Some OEM manufacturers use HID bulbs in reflector housings but they use special bulbs with a cut off line. For oncoming traffic HID's in a reflector housing is like looking into the sun.
So if they dont make a difference, which mine make a HUGE difference, then why would they be annoying to look at. If you're looking directly at the fog lights of incoming cars at night, you may want to refocus your attention on your lane, directly in front of you. In the meantime, I will continue to ride with my fog lights on at night, always.

Fog lights are a joke. They are mostly for people (guys) that have a small P#$%S and want to try and make up for it by displaying bright lights to attract attention. I've had many a vehicles with fog lights and to be honest, none of them have EVER really done any good....even in the fog !! Luckily where we live having your fog lights on when it's not foggy is against the law. This helps somewhat to keep the small P@#^S people at bay.....LOL.....

Driving with fogs everywhere is obnoxious and may be illegal in your state.
If yours make "a HUGE difference" then you may be getting flashed for two reasons. 1) The aforementioned fog lights, and 2) seriously mis-adjusted low beams. If the factory low beams are working properly, the fog lights should barely make any difference in normal highway driving.
Because of some of the members being ignorant? I suppose you dont handle uncomfortable situations well if you walk away from anything/anyone that doesn't agree with you.

Well allrighty then....lets just cut the cheese here and separate the idiots from the...well.....idiots. Just why does one feel the need to drive at night with their fog lamps on and its not foggy....inquiring minds want to know ?? I mean, for what reason does this bring one pleasure ??.....
I installed LED's in my fogs and high beams. The fogs give a better dispersion because they are lower. I use them like High Beams. Always click them off if there is on coming traffic. as i would if high beams were on. During a heavy rainstorm I might have them on to be seen, but only during day. No point in being annoying.
I don't see how fog lights cause issues with on coming traffic if they are pointed correctly and have the correct bulbs. Fog lights are supposed to have a wide viewing angle (from left to right) but a low height. This is why they work in poor weather conditions, they are aimed low in height so that the light isn't reflected back into the driver's eyes.
If your fog lights are bother drivers coming at you then they are not working as intended.
Thanks for this, I just had my crazed headlights replaced and even though the shop claimed to have adjusted them, I found one much higher than the other… I found a video on YT that showed how to adjust them yourself… I didn't know the fog lights were also adjustable… Thanks again.
