It was said that GM used an average of runs to determine the top speed. So if 198 was an average, some runs had to be higher and some had to be lower than 198 unless all runs were exactly 198. And if some were higher, that would make me think it could have hit 200mph on some test runs.
Just like the 1/4 mile times and the 0-60 times. Both GM published numbers have been exceeded by Z06 owners. Don't you think they would like to post better numbers. They just posted what they know was reasonably reproduced, or averages of several runs.
I give GM credit for posting realistic numbers as opposed to some other companies that do crazy things to get results owners could not reproduce.

I tend to try not to be overly nit-picky on this sort of stuff--but this could have been a really nice video to watch and get a sense of the speed and smoothness--if the guy had cleaned the dozens of bug marks off his windshield before the run. I couldn't see much--don't know how he could, or why he'd choose to film it like that.
