Yes and No. Basically it's up to the discretion of the shop to notify Fidelity or not. And in most cases....shops want work and they tend to like money. So they aren't going to tell the warranty company if they find a tune etc.
However....Fidelity does send out an agent on every repair to quickly check the damage, talk to the mechanic and approve the work. So if they show up and you have a blower sticking out of the hood, I'm sure they might ask a few more questions and may not approve the work. But small stuff I don't see them having a problem with....and another cool feature is you can take your car to ANY shop, performance shops included.
