every state has a their own set of rules.
years ago i bought a car out of state - purchased in illinois - resident of wisconsin. illinois' rule is you have to pay the tax at time of purchase. cash or finance. since the dealership did not take care of out of state registrations, not a bordering town, i was given the title and other papers so i could take the car. after the car was registered in wisconsin the $'s i paid in illinois were immediately refunded. it's one of those residency rules.
so in a nutshell... you will get your money back since you are not a resident. when i comes to cars you pay tax based on where you register the vehicle.

You are correct. You only pay sales tax once. So if you pay the California sale tax, you don't pay again in your own state.
