It lowers paracitic loss by reducing the mass of your cam pulley meaning you save horsepower by not spinning as much weight, it also underdrives your accessories a bit saving a few horsepower. The general idea is to do it when you install a cam or your leaving horsepower on the table but otherwise its to big of a PITA to do it.
