NOS is easier, but a cam is more relaibale IMO. I put NOS on a car 25 years ago and broke parts, but NOS technology is dramaticly better today, so give it a shot and if you want more, then put the cam in.
If you only need peak power 11 seconds at a time, go with the nitrous. It is the best way to make lots of power for a short period. Properly done, it is very safe, safer than digging into the engine and changing the cam. There's really no other way to get that sort of power increase for that sort of money. The guys who blow up typically are running very big shots with inadequate controls on an already highly modified engine. Power greed will get you, no matter how you make the power.

Problem with cams and nitrous is the same. You start out with a small shot, or a small cam, and it isn't long before you're thinking about going bigger.
So long as you stay within the OEM fuel pump capacity, a dry nitrous shot is pretty safe. It's the cost of the bottles, nitrous, plumbing, etc. that eat you up, not to mention the wear and tear on the drivetrain and tires. In many states it's illegal to drive on the street with a nitrous bottle in the car, so you have to put it in and out on a regular basis. Nitrous is stealthy, but if you can't use it on the street, defeats the purpose.
A small cam would work well with your mods, but it costs pretty much the same to install a small cam as a big one. Even a small cam will give you plenty of power for the street, enough to destroy your tires in nothing flat. A smaller cam also doesn't have as many driveability and/or emissions issues, and you may not need as much valvetrain upgrades (hardened pushrods, titanium retainers, double valvesprings, etc.)

yeah, but it is so much easier to change a nozzle than it is a cam. so you have a better chance of keeping yourself from doing something crazy if you go with a cam!
