Well a good Friend just failed. Station that he was at said the laws have changed,2000 and newer no codes, below only 2. His car has a small cam headers cold air.

CHAPTER 114 CONTROL OF AIR POLLUTION FROM MOTOR VEHICLES
SUBCHAPTER C VEHICLE INSPECTION AND MAINTENANCE; LOW INCOME VEHICLE REPAIR ASSISTANCE, RETROFIT, AND ACCELERATED VEHICLE RETIREMENT PROGRAM; AND EARLY ACTION COMPACT COUNTIES
DIVISION 1 VEHICLE INSPECTION AND MAINTENANCE
RULE §114.50 Vehicle Emissions Inspection Requirements
(a) Applicability. The requirements of this section and those contained in the Texas Inspection and Maintenance (I/M) State Implementation Plan (SIP) shall be applied to all gasoline-powered motor vehicles 2 - 24 years old and subject to an annual emissions inspection, beginning with the first safety inspection. Military tactical vehicles, motorcycles, diesel-powered vehicles, dual-fueled vehicles that cannot operate using gasoline, and antique vehicles registered with the Texas Department of Transportation are excluded from the program. Safety inspection facilities and inspectors certified by the Texas Department of Public Safety (DPS) shall inspect all subject vehicles, in the following program areas, as defined in §114.2 of this title (relating to Inspection and Maintenance Definitions), in accordance with the following schedule.
(1) This paragraph applies to all vehicles registered and primarily operated in the Dallas-Fort Worth (DFW) program area.
(A) Beginning May 1, 2002, all 1996 and newer model year vehicles registered and primarily operated in Collin, Dallas, Denton, and Tarrant Counties equipped with on-board diagnostic (OBD) systems shall be tested using United States Environmental Protection Agency (EPA)-approved OBD test procedures.
(B) Beginning May 1, 2002, all pre-1996 model year vehicles registered and primarily operated in Collin, Dallas, Denton, and Tarrant Counties shall be tested using an acceleration simulation mode (ASM-2) test, or a vehicle emissions test approved by the EPA.
(C) All vehicle emissions inspection stations in affected program areas shall offer both the ASM-2 test and the OBD test, except low volume emissions inspection stations. If an owner or operator wishes to have his or her station classified as a low volume emissions inspection station, the station owner or operator must petition the DPS in accordance with the rules and procedures established by DPS.
(2) This paragraph applies to all vehicles registered and primarily operated in the extended DFW (EDFW) program area.
(A) Beginning May 1, 2003, all 1996 and newer model year vehicles registered and primarily operated in Ellis, Johnson, Kaufman, Parker, and Rockwall Counties equipped with OBD systems shall be tested using EPA-approved OBD test procedures.
(B) Beginning May 1, 2003, all pre-1996 model year vehicles registered and primarily operated in Ellis, Johnson, Kaufman, Parker, and Rockwall Counties shall be tested using an ASM-2 test, or a vehicle emissions test approved by the EPA.
(C) All vehicle emissions inspection stations in affected program areas shall offer both the ASM-2 test and the OBD test, except low volume emissions inspection stations. If an owner or operator wishes to have his or her station classified as a low volume emissions inspection station, the station owner or operator must petition the DPS in accordance with the rules and procedures established by DPS.
Nothing "new". Depending on what county your friend resides in, ODB testing was implemented on 1996 and newer vehicles in either 2002 or 2003. The requirement is for "EPA approved ODB test procedures" - whatever that means.
If there are more than 2 readiness monitors set to "NOT READY", your vehicle will FAIL the OBDII test. The readiness monitors are indicators used to find out if emissions components have been evaluated. In other words, if all readiness monitors are set to "Ready", then the emissions components have been tested by the OBDII system. If any of the readiness monitors are set to "Not Ready", like the EVAP & EGR system for example, then those emissions components have not
been tested yet by the OBDII system. If a readiness monitor runs to
completion (Ready) and if a problem is detected during the evaluation,
then a DTC will be stored in the PCM and the MIL will illuminate.
Disconnecting the battery or clearing DTC's with a scan tool will reset
all the readiness monitors back to "Not Ready" and the only way to reset all the readiness monitors back to "Ready" is to drive the vehicle through a drive cycle, which is basically a combination of city/highway driving at the required speeds for a specified amount of time. Usually, normal driving habits for about 30 minutes to an hour will reset the readiness monitors back to "Ready", but some vehicles require an exact drive cycle and it can be very time consuming.
Here in MA the law changed as of Oct. 1st. All 1996 and newer vehicles must have emissions testing ($29.00) every year. Prior to October it was every other year, safety one year than emissions and safetly the next year. No more dyno testing either, it's all via the diagnostics port. All the emissions sensors on the car talk to the tester's computer and if they report back as "ready" the car will pass. I'll have to watch for a tailpipe sniff next time my car goes in. (How else to detect CO2 and Hydrocarbons levels?) Not sure if that is done now.

After clearing the codes, make sure he drive's around for about a week before retesting. In CA, the car will still fail if it hasn't gone through various heat cycles, like cold stats & driving a certain number of miles etc, stuff like that. As far as a visual test & sniffer test in TX, I'm not sure about.

My car just passed the new test in MA. They hooked up to the OBD2 port and it came away fine. I have the rear 02 sensors turned off, headers, intake, tune. I was kinda surprised it passed.....i was thinking the worst.
Is the car setting codes? That needs to be addressed by either fixing something or in the tuning. Small cam and headers should be able to run fine without setting codes. Tell him to talk to whoever tuned the car if it is setting codes.

Just had mine done this morning. Took 20 minutes. Just plugged it in. I have the Honker, Kooks with the hiflo cats, Stingers and a COW tune. No sniff test. Sailed right thru, no problem, ( to my surprise ). I was worried something would pop up.
Well found out the problem with his car. It hasn't being driven in about 3 months. Took about 200 mile trip in it. I hope that blows everything out so it will pass. fun
