Just a quick stupid question: Is there anyway to pass emissions without cats? I live in New York and they use an OBDII, so I am not too sure as to how it works. Any help would be great, Thanks.

If all they do is plug an OBD2 scanner to your OBD2 port and check for emissions system related codes you can probably pass with a tune that turns off the rear O2 sensor error codes you get from running catless... If they do a visual, a sniffer, or if the tester has half a brain you won't pass, at least not legally...
I'd bring $200 cash; thats what it usually took to pass the visual in Cali with aftermarket headers and high flow cats

NYS requires a visual inspection to verify that no manufacturer parts that effect EPA standards are modified. Headers with relocated cats are supposed to fail, but most shops will pass you if you at least have them.
I have a Cartek catch can and had to remove it to pass inspection. It was worth it as it's the only catch can that actually works. Pulling it off and putting it back on took about an hour.
If you don't have them at all, it's unlikey you'd pass in NYS, regardless of your tune.
