valid driver license
parents permission (under 18)
approved 5-point rollbar w/padding (cage over 135mph)
fire jacket
long pants
closed shoes
Snell 2000+ helmet
arm restraints
auto trans locking dipstick
auto reverse lockout
SFI bellhousing
driver restraint system
driveshaft loop
SFI flywheel/clutch
SFI harmonic balancer
liquid overflow container
master electrical cutoff (over 135mph)
DOT pressurized bottles
taillight
SFI trans shield
battery holddown
firewall
floor
seat
metal screw-in valve stems
1/16 tread depth on street tires
full lug nuts
90"+ wheelbase
2 wheel rear hyd. brakes
shocks
and more...
and most importantly - a power source capable of running that quick.
A whole lot of the above may not apply depending on the specific car. But you made no mention of the car type or equipment.
Rulebooks are $10. I suggest you buy one.

Are you talking test and tune? Around here you need a helmet, that's it. No one has ever asked me how fast my car is.
