I never noticed they were on, but how about when you cancel the daytime running lights by turning the switch.
I know that turns off the front lights if you turn it once, but if you turn it again, or restart the car they come back on.
I have to check that out next time I get to drive mine.

I believe most states, if not all, have laws on their books about being able to shut off the tailights/brakelights/ license plate lights separate from the headlights. I think they frown on it.

Are you sure your not thinking about the DRL's?
The tail lights are not on all the time, only if you turn them on or if the lights are on 'Auto' and it's dark.
