Have tried three different headlight restore kits to no luck. Seems like they are very very fine scratches. Seems like some areas are beginning to clear up, but it took hours for them to begin clearing. Is there any product out there specifically made to fix this?
Is all of the problem on the outside, or is some on the inside and some maybe even in the plastic itself?

If you give up, we have at least 1 CF member (RLSebring) who will install new lenses for you, not actually cheap but a whole lot cheaper than buying a complete headlight assembly.

Its all outside. If you look closely, you can see some clear spots that took a lot of buffing to do
Try whitening toothpaste. It has nearly the right amount of abrasive to blend out the scratches without putting more in. Follow up with a regular toothpaste to finish. Do not use a power buffer.
Oh yeah! It still takes a six pack of elbow grease.
Like everything else, if you choose to repolish, use only dedicated components.
Member RLSebring is the subject matter expert on light lens. Better to consult with him. Unless you want to tackle the replacement yourself.
Any effort to polish the oem lens will positively/permanently removed the UV protective filmed exterior, which is not possible to restore with after market gimmicks at this point in time.
OP: How many miles do you have on your Vett? Do you wipe them off every now and then? Could this have been preventable? I am just asking because my 07 Vette has over 145,000 miles on it and my head lights still look good. I do wipe them off evey few days with some Eagle 1 quick detailer.

I think you're seeing the same thing I see.
It appears the OP has already burned through the SR coating with high abrasives, which is why I suggested toothpaste to clean up the scratches with a milder compound. It's a lot harder to do with polycarbonate than acrylic.
