What changes did GM make in 2008 that improved the steering response?

Didn't change response. They changed to tighter "machining tolerances" that tightened up the feel.

In '09 they introduced a variable ratio rack.

also new intermediate steering shaft steel instead of alum

Our 2009 has steering that is much lighter and more precise than our previous 2006, with identical alignments and tires.

My understanding is that although replacement racks for 2005-2007 are now made with the tighter tolerances, none of the other parts can be safely exchanged.

Remanufactured racks are made with tighter tolerances (mine was ridiculously heavy to steer for the first couple hundred miles). The cardone ones get metal replacement internals over the plastic stuff, but you have to be careful with any rebuilt part as it can have issues.

Also you can increase road feel by using a metal steering rack bushing from DRM, and using polyurethane, delrin, or metal control arm bushings.

The "service vehicle soon" comes up every time I start the car. The rack has most certainly failed to cause this message. However, the car does not feel like it has clunky steering or is hard to turn. It actually tracks and turns nicely. Based on this thread it sounds to me like there really is no point in replacing the rack only to have it fail again and be back to square one but out $2500. Getting a rack that holds up is not an option unless there is an updated part that has not yet been widely advertised.
