Question….why were the horn and PCM replaced ??…was this for the Service Charging System” message ??…this is more of an alternator or alternator wiring issue…taking your car to a dealership was your FIRST mistake…these dealer mechanics are “flat rate” so the more parts they replace the more money they make….find an auto electric shop in your area and take it there.

I work for a repair shop. The customer replaced the alternator and starter. The charging system light was on and horns were blown. We replaced the horns. The next thing we came up with was pcm. Horns work, but no change with charging system light. All things show 13.6-8

Oh, so you're not the vehicle owner but the shop tech ??...FIRST is the CORRECT part number alternator installed...you should have Mitchell or Alldata so you can check the numbers there...do you see system voltage at the red/white wire at the alternator??...the red/wire is part of the "alternator sense" circuit...it is "hot at all times" so you should see voltage ignition off....with an electrical load on the car at 2500 RPM...lights, blower, AC, defogger the voltage should be 12.6 to 15.0 volts.
