My car is an ‘06 and I got an email stated that because of a not outdated cellular connection, OnStar no longer works in my car… My question is, can I now pull the fuse and use the input for other auxiliary items that I want to power only when the car switch is in the On position. Items like a Dash Cam/ or front bumper camera/ monitor? The cigarette lighter plugs are always on and will drain a battery if left with something plugged in after you turn the ignition off.

Sure, make it easier and use one of these.
Plug it into the open OnStar fuse location and leave the lower fuse slot empty, then connect whatever you want to power to the pigtail.
