Looks like a power distribution issue…let me get into the wiring diagram and see what powers the RCLDR and the other modules that you can’t communicate with…this is probably something easy…do you have a 12 volt test light ??…when you said you checked all the fuses under hood and BCM do you mean you visually checked them or with a test light ??…if I check fuses I check them with a test light.
OK, looked at some power distribution schematics and the ESC, EBCM, and SCL modules are fed off the RUN/CRANK relay bus...we know the radio is not working because of the blown fuse and the IPC is fed off the CLSTR/HUD fuse at the BCM but the funny thing is you said your HUD works...I can’t find an ignition feed for the IPC…as far as checking the RUN/CRANK relay turn the Ignition ON (green start light on) and with a test light see if the CRUISE SWITCH fuse at the BCM fuse block is hot...if it is RUN/CRANK relay OK...now as far as the RCDLR not "clicking" that module is powered either with the battery in which your keyless entry will work thru the ECM/TCM/EASY KEY fuse in the under hood fuse block or an Ignition Feed which would be your issue...it looks like the RCDLR is powered from the BCM Ignition 1 voltage so either in ACCY or Ignition ON you should see if the pink wire C8 on the X4 Connector is being powered...the X4 Connector is pictured below...now if you remove the Radio to check for that possible short to ground you can check the wiring at the RCLDR...there are some other wiring at the module and at the Ignition mode switch which I would like to check for myself. that picture is also below...maybe others can chime in....maybe @Dano523 can offer some expertise on a "pinpoint" test we can try…OP maybe you can post that video of what you’re seeing.
