If this is the case it will get worse over time until the caliper completely locks up. It will still release over time, but would require a great deal of power to move the car.
Also, if this is the case it is likely to only be one caliper hanging up. So, one wheel/brake should be hotter than the others.

Note, C6 does not have self adjusting E brake system like other cars, and if you find lip on drums, that lip needs to be removed via then turned, so you can adjust the E brake correctly in the end.

As for testing to see if rear E brakes are adjusted correctly, count the number of clicks up on the E brake lever for all the way down, and if you have more than about 12 click up, with trying to get the 13 about to dislocate your shoulder, then adjusted withing spec. Hence range your looking for is about 9 to 12 clicks up if shoes are adjusted correctly.
Or as stated could be float pins not greased correctly to allow caliper to self center slide (pin 5 to bracket channel on 8, so one can slide on 1 as needed), or one of the pistons is binding in the caliper isntead.
