Does anyone know what item #19 is and if anyone has painted it? I'm thinking about painting mine Laguna Blue and hopefully someone has painted this item and has pictures!!

yes, in fact I did it and wrote up a guide on how I did it here:

NICE!! Now you have me thinking Carbon Flash instead of Laguna Blue! I was worried that the part that attaches to the radiator may be too big of an undertaking but you make it look pretty easy. Did you remove the gasket or tape it on this part?

Its actually not a gasket. It's softer plastic thats is not removable. Its fused to the shroud. I taped it off and would recommend you do the same.

So we're thinking to paint the part that attaches to the hood in Laguna Blue and the wiper blade tray(?) and radiator cowling will be carbon flash. I really need to quit reading the forum! Too many great ideas!!

This is done regularly. We send new GM items to RPI Designs and they paint them all of the time in any C7 body color you would like.
