What's happening here is that the temp that coming passively through the system will not change unless you turn the system on. If you are getting warm air and want it cooler, turning the temp dial will not change the temp.
Turn on the A/C at the cooler temp for a few seconds until you feel the temp change. You can turn off the system, then and it will no longer be pulling air past the engine (which warms it up).
