I don't know if that is what Dave is saying, but as one who posted my agreement with what he said, that is what I am saying. Real life and EPA mpg numbers are rarely in agreement, but in this case real life does not apply.
I know the C6 iteration went through similar constraints. I do not know if the C5 iteration did.
