I know there is a history of threads on this but I would like to ask a question for the experts. I recently purchased a 2014 3LtT, I took it to my local dealer for the dash leather separation and was told GM doesn't offer the replacement part any longer. Can this be true?
It's been the same issue from at least C6s through the current C8s. Do you think GM is going to fess-up at this late day, especially for out-of-production models and do anything if they don't bother to correct the problem at the source over such a long time? Talk to the multitude of guys with bent and broken C7 wheels. GM hangs us out to dry. I'm sorry.
Regarding the actual question of can it be out of production? Yes.
There are a multitude of C7 parts that are "back-ordered - No ETA" and have been that way for a couple years. While not officially discontinued......they're discontinued No supplier is going to build one part, at least not at a price anyone could afford.

I think GM hires the dropout students from the Materials curriculum.
My 2014 AD console lid has the stretched vinyl because the bond to the “felt” has failed.
Same problem GM had in the late 70s early 80s with headliners debonding ( had a 1979 Impala wagon
bought new) that it happened to.
I thought those flunkies had retired by now. Guess not. 🤪

I agree with both of these replies. Yes, certain parts are in essence no longer available for the C7. Sad but true. And perhaps the 2LT dash is available and might be a good swap to get rid of the delamination issue.
Since you're going to have the dash removed to "replace" or "repair," I would go with "repair" option using a reputable upholstery shop that does this kind of work. You could have them match the color using higher quality material and adhesives. Going with a replacement is just asking for the same problems again down the road. It might even be a little cheaper given some of the labor charges a dealer would charge.

I would love to see if we can find a cause and effect for the delamination. Most of the 3LT cars are just fine, including mine. Have these cars been left in the sun? Did the owner slather the dash with some kind of leather cleaner? Did the dealer treat the dash? Is there a production date or location that is the same?
It can't be just the luck of the draw.

The only sun my dash sees is when I am driving, and since I only have around 12,000 miles on my 2017, the dash hasn't seen a lot of sun.
At home, my Z06 is always in the garage, and anytime I park outside, the sunscreen is up, even if I'm only going into the grocery store for 10 minutes.
My delimitation is minor - just a little around the defrost vent - but I do not believe it's because of excessive sun exposure.

Like the issues with wide body wheels,, it's likely not just use but also manufacturing and materials variability.

Bought my 2016 in January 2018. First thing I looked at was wheels for curb rash. Second was the dash. Both were perfect. (Car had 18,500 miles, was a lease car from California the dealer had bought at auction).
Car kept in garage and always put sunscreen when parked outside. 9 months later dash was repeating at the HUD and defroster vents. I never used anything but a moist chamois to clean it.
Missed my 3 year warranty by 2 weeks. Dealer called GM and I ended up having to pay 1/3rd, GM 2/3rd. My end was around $950.
