the driver is only needed for live streaming to that PC.
It does not matter if you are logged in as admin, if you get that message, it tells you exactly how to get around it, right click the intune.exe and select run as admin, that will allow the driver to load.

Try downloading intune drivers from Diablo site then trying to connect Intune to the PC. I had a bit of difficulty in Win 8.1 also but got it resolved, if I recall correctly, by doing this.
