As you mentioned, vehicles running adjustable rear wings usually have a comparable chin spoiler to keep the car balanced at speed. If not, your running the wing in neutral and not getting any benefit other than aesthetics. You may need to reinforce the deck to support the weight, need to talk to installer. It could also hurt resale value. A modification like this can limit the audience that would buy the car and can give the impression it was driven hard even if it wasn't. Or you will have to spend to have it removed before you sell it.
But in the end it's your car and if you like it go for it. But I think you can find better mods for the money you'll enjoy and I've been around the car business and amateur racing most of my adult life.
It will look cool, but I don't know. I'm a fan of big wings but like others have said there is negatives and faking the funk.
Also understand that for the most part Seibon has always built parts for looks, not function. This isn't to say that the wing isn't functional, but understanding the nature of Seibons business kinda lets you know this leans towards the purpose of cool looks over function (guaranteed this design was not tested in any way, shape or form like the higher end brands who do actually test the downforce on wings they offer).
As far as weight, the deck will easily support the weight of the wing.

That wing mounts through the rear fascia, not the decklid. That car has functional aero.
Yes....they need to be mounted to the frame to work correctly. If they are mounted to the body work then appropriate mounts need to be made under the car to support the body to the frame and make a mating plate.
Corvettes have always had a hard time getting front downforce to balance the car out. Adding the wing is only going to make the car push even more at speed. To do it. yes you need to do the correct front added downforce and splitter to make the car balanced.
