Oh yeah, I don't think there's anything morally or ethically wrong with it, I just wouldn't pay it myself.
And given I was waiting for my wife to pick me up because they have no service loaner cars at this dealership for my piddly $105,000 Z06, it's not like I was highly incentivized to buy from that particular dealer.
Now if I had wandered into the showroom and there sat a ZR1 roadster in Torch Red, and someone handed me a fresh cup of good coffee, and my loaner was being brought up, and the car wasn't second stickered, I might have gone home with it! But not the way Chevy does it.
[Mercedes annoyed me this week too, I went to look at an S63 Cab and couldn't find a salesperson to even unlock the thing for me]
I was at Evergreen Chevrolet outside Seattle yesterday to pick up my car from service and they have a high-wing orange ZR1 in there.
$25,000.00 "Local Market Adjustment"
This is the same dealer I didn't buy my Z from because they wanted 10K over at that time for the Z!
That brought the car to $168,000.
Metro Seattle is a bit of a strange market, with both Boeing and Microsoft there, and a few people having more money than they know what to do with. Sort of like the Silicon Valley area, or the Bay area.
Performance Chevy (Sacramento) had $30k over on it's 14' Premiere edition Stingray "1of 500" when they came out. They got it within 3 days of placing on showroom floor.

Look elsewhere.
I buy all my Chevrolets out at Sumner (Sunset Chevrolet). It's 45 minutes out but for everything other than the Corvette I just let them deliver the car to the house, so I don't actually have to drive anyway!
I bought my Z06 in November of 2016 and got a decent enough deal trading in my 2014 Stingray. My Z's evil twin was there as well. They were identical except it had the carbon ceramic brakes and stickered at $109+. He sold that one last week for $80,000.
