I won't buy Powerstop since they are made in a country that wants to destroy my country.

I don't know if that's true but I would recommend that you try the powerstop. The price of the Carbotech is ridiculous considering they really don't make any dust difference in my opinion.

With my original pads I could see dust on the wheels after about 20 miles. Now it takes about 30. Not....worth...$500.

Where are the OEM Brembo brake pads made? I do not know, but a quick search shows that at least some of them are made in China. And, on the Brembo website they specifically mention manufacturing facilities in China.

Z51 stock pads are made by Pagid.

My experience with carbotech 1521 compound pads couldn't be further from what you're describing - WAY less dust than the OEM Z51 pads. Pricey, but as someone who has used a lot of their race pads (though I did eventually switch to PFC), I absolutely trust them.

2-3 HPDE track day events in 2024, Spirited mountain driving 1-2 times a month. was hoping to have one pad for both types of driving vs swapping all the time. but if i need to swap for track events then thats fine. ill do it.

Here is a test I did back in 2016 on my C7 Z06, I installed Carbotech 1521 on one side of my corvette and Powerstop Z26 on the other.
I went for a ride stopping at 25,50,and 100 miles and put a strip of clear tape on my chrome wheels at each stop and then applied it on a piece of paper.
You can see the Powerstops do a better job of reducing brake dust.

I put the Carbotech pads on my 2021 C8 Z51 and the difference in dust was like night and day. I went from washing my wheels every two days to every two weeks or more. You must have got a defective set of pads or something.

Exactly my findings. In addition, if I didn't clean my wheels after 2 or 3 round trips to town with the OEM pads (on all back roads with a number of stops, turns farm fields on both sides of the road so drive aggressively for fun) the dust was pitting my Black 2014 Z51 wheels! Once I switched to Carbotech 1521 pads on my 2014 Z51 I washed the wheels ONLY when I washed the car. Same with my 2017 Grand Sport and C8 Z51 also switched to Cartotech 1521's. Do have to give the pads a few weeks to get a layer of pad material on the rotors before judging. They do not recommend "bedding" as with their many race pads. If any, must be very mild.

That may not be as frequent as every two weeks BUT only drive ~3 times a week to town. If raining and for all long trips we make are in the Wife's SUV! In my rural area not a lot of other places to go outside of the trip to town! Been retired since 1999 (well semi, have an Internet business) so don't have to drive every day. But it is my DD.

I don't see this mentioned often, but another option to protect the finish on your wheels and make it easier to clean them is to have your wheels ceramic coated. I paid $200 locally and that included the barrels. Just be sure to inform your tire installer as they will need to strip the coating where the wheel weights adhere. Between that and the 1521 pads, brake dust is a non-issue on my car.
